MAJOR DUTIES AND RESPONSIBILITIES
The Human Resources Department administers the overall human resources program for the West Hawaii Region. This includes human resources management, labor relations, recruitment & examinations, classification & compensation, workers’ compensation and safety, employee transactions and laws/regulations that impact the employer/employee relationship for a hospital and state government entity.
The Regional Human Resources Director of the West Hawaii Region serves as chief advisor to the Regional CEO and Facility Hospital Administrators on human resources matters. As such, the position is part of senior executive management and has staff responsibility for the Human Resources program for the West Hawaii Region; facilities include Kona Community Hospital and Kohala Hospital. The position provides leadership to the Human Resources staff and exercises control over line management by reviewing line recommendations for conformance with principles of good human resources management in a hospital and state government entity as well as to ensure that regulations are complied with and that approval or disapproval authority is readily exercised. Further, the position plans, directs and coordinates the human resources program, as well as providing administering, formulating, interpreting, and advising management of all levels of personnel management activities such as recruitment, placement, classification and compensation, training and employee relations, labor relations/collective bargaining, maintenance of personnel records and reports, incentive and service awards, health and safety, organization and staffing and Equal Employment Opportunity/Affirmative Action. This position also serves as a member of the Executive Management/Senior Leadership Team responsible for ensuring that the overall vision and mission of the West Hawaii Region are adhered to. This position may be required to work irregular hours, weekends, and holidays.
This position exercises strong control over management and program personnel by reviewing recommendations for their conformance with principles of good human resources management as well as to insure that regulations are complied with and by demonstrated willingness to act in approving or disapproving proposals or request. The duties of the position include administering, formulation, interpreting and advising management of all levels of human resources management activities in a hospital and state government entity such as recruitment, placement, classification and compensation, training and employee relations, labor relations/collective bargaining, maintenance of personnel records and reports, incentive and service awards, health and safety, organization and staffing and Equal Employment Opportunity/Affirmative Action programs. This position has labor relations functions with significant involvement in the resolution of grievances, specifically dealing with employees in state government and members of a public sector union.
EDUCATION, EXPERIENCE, CERTIFICATION, LICENSURE
Education: Graduation with a Bachelor’s degree from an accredited four (4) year college or university. Relevant substitutions allowed.
Experience: Minimum of five (5) years of human resources professional work experience and leadership experience in managing human resources management functions; i.e., labor relations, investigations and complaints, recruitment, placement, examination, position classification, salary or wage administration, employee management relations and services, employee development, personnel program development and services, and personnel research. Such experience must have involved activities such as conducting investigations, managing grievances, drafting of communications relating to grievances and providing guidance and recommendation to management on employment matters, development or revision of standards, policies, procedures and techniques pertaining to one of the human resources management functions; giving technical advice and direction to management; conducting surveys to evaluate the quality of personnel management program; recommending staff improvements and developing guides to be used by management in the performance of personnel management work.
Of the five (5) years of experience at least two (2) years must have been supervisory experience in one or any combination of the following kinds of activities: planning and directing the work of others; assigning and reviewing their work; advising them on difficult problem areas; timing and schedule their work; and training and development of new employees.
Preferred Experience: Five (5) years of human resources experience and leadership experience in public sector employment and dealing with grievances, complaints, investigations, disciplinary actions, and employee-employer relations matters with public sector unions.

KNOWLEDGE, SKILLS AND ABILITIES
General knowledge of Hawaii Revised Statutes, Rules and Regulations, Policies and Procedures, regulatory requirements of other government agencies (ADA, EEOC, Wage and Hour, OSHA, Medicare/Medicaid and Joint Commission on Accreditation Standards), past practices and evolving trends within Civil Service Personnel Administrative Services and public sector unions.
Knowledge and application of pertinent statutes, personnel rules, regulations, procedures, and program requirements on matters relating to appointments; adverse actions; performance appraisals; pay and benefits administration; temporary assignments, overtime, hours of work, leaves of absence with and/or without pay, fringe benefits and separation form employment.
Ability to communicate clearly and effectively with individuals and groups. Have a clear and concise understanding of the English language and grammar. Ability to deal effectively with individuals at all levels within the hospital and other hospital facilities.
Person to person contacts are frequent and the use of tact and the ability to properly interpret, summarize and make clear the substance of complicated as well as routine actions/procedures/ policies is required. The incumbent is regarded as having considerable expertise in such matters and must communicate to individuals possessing less technical understanding.
Must be skilled in dealing with a variety of situations under different circumstances, including pressure situations where accurate information must be provided rapidly and accurately.
