One (1) year of work experience as a physical therapy assistant which involved the performance of physical therapy work and related duties under the direction of a Physical Therapist. Such work experience must have demonstrated the implementation of physical therapy care plans developed by a Physical Therapist, care and use of equipment, providing instruction in physical therapy procedures to patients and others; demonstrated knowledge of applicable hospital/facility/program policies and procedures; and the ability to assist in evaluative tests, use specialized physical therapy procedures, select and modify treatment techniques upon approval of the Physical Therapist, and participate with the Physical Therapist in developing the patient’s treatment goals and objectives.

MAJOR DUTIES AND RESPONSIBILITIES

The Administration is responsible for managing, directing and coordinating the activities of the hospital. The major activities include the management of the operating and capital budget, responsibility for the development, review and revision of various hospital policies and procedures, liaison between the governing body and medical staff, and utilization of personnel.

The primary duties and responsibilities of the Assistant Administrator/Chief Financial Officer (AA/CFO) of Kona Community Hospital is to assist the Regional Chief Executive Officer (RCEO) with business planning, budgeting, accounting, financial management, financial planning strategies, and revenue enhancement for the West Hawaii Region.

EDUCATION, EXPERIENCE, CERTIFICATION, LICENSURE

Education: Bachelor’s degree from an accredited four (4) year college or university is required. Postgraduate degree in healthcare, business or finance administration is desired. Either a MBA, MHA or CPA and demonstration of ongoing, continuing education is desired.

Experience:  A healthcare financial with a minimum of five (5) years in financial management and a successful track record of partnering with physicians, clinical and financial .  Specific experience in healthcare business development, finance and marketing is a plus.  General financial management experience can be substituted for health care experience.

Certification, Licensure:  Active membership in HFMA, ACHE, MGMA or related health professional organization is preferred.

DESIRED SKILLS

Position requires competitive skills in healthcare financial management and systems analysis. Effective ion:communication skills, both verbal and written, are essential. Computing skills, with personal computers and computer networks, and experience with business software programs for business analysis and presentation graphics are necessary. Knowledge in Corporate Compliance, Medicare/Medicaid, Accrediting and other regulatory agency requirements preferred.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

JOB DUTIESThe Secretary II position assists with credentialing and re-credentialing services in support of the credentialing functions for the Medical Staff and Allied Health Providers; provides secretarial services to the Medical Director; and is responsible for on-call schedules.

MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION:  High School graduation or GED preferred.

EXPERIENCE

General Clerical Experience: One-half (1/2) year of experience that involved performance of tasks that demonstrated knowledge of English, grammar, spelling and arithmetic; and the ability to read and understand oral and written instructions and speak and write simply and directly.

Specialized Experience: Two (2) years of progressively responsible typing, stenographic and/or substantive clerical work which duties demonstrated possession of, in addition to the knowledge and abilities noted under General Clerical Experience, knowledge of common office appliances and equipment and the ability to carry out procedures in clerical work systems and to perform secretarial tasks including, but not limited to, several of the following: serving as telephone and walk-in receptionist; maintaining a system of files; making travel arrangements; composing correspondence; obtaining and presenting information from files; routing correspondence; reviewing outgoing correspondence for format, grammar, spelling and typography; maintaining a log of pending work; etc.

MAJOR DUTIES AND RESPONSIBILITIES

The Administrator Hospital Administrator-Support Services is primarily responsible for providing executive leadership and on-going management of Support Services at Kohala Hospital comprising of Business Office, Building and Maintenance, Environmental Services, Laundry, Dietary, and Radiology departments. The responsibilities include planning, quality of resources, compliance with Federal, State, and other regulatory requirements and standards, influencing legislation and regulation, promotion of the hospital, and emergency planning. Will assist the Hospital Administrator with the daily operations which includes planning, development, staffing, implementing, controlling, and evaluation of the support services of the hospital’s operations to ensure quality patient care services are provided to the community it serves in the highest quality and most cost-effective manner. The Assistant Hospital Administrator will ensure Kohala Hospital complies with pertinent regulations, promotion of the facility, and emergency planning.  This position must establish and maintain a productive, supportive relationship with the Assistant Administrator of Clinical Services/Chief Nurse Executive (CNE) and be able to represent, exert support and leadership in the absence of, as necessary.  Assists the Administrator in administering, directing, and coordinating activities to carry out objectives, i.e., the provision of health care and participation in the community health programs not only for Kohala Hospital but for the HHSC West Hawaii Region. Provides direction, objectives, mentoring, and teaching the department manager and supervisors under his/her supervision. Determines resource priorities, changes in manpower, and uses problem-solving techniques to create solutions. Subject to the approval of the appropriate approval authority.

Recommends to the Administrator improvement of the various facilities and process based upon personal inspection of premises, consideration of hospital policies, and knowledge of needs and resources. Maintains liaison between hospital departments and other facilities within the Region.  Develops, implements, and monitors financial policies. Methods and procedures to ensure cost-effective delivery of service and quality patient care.  Responsible for the overall financial management of Kohala Hospital including operating and capital budgeting, revenue enhancement and expense control. Responsible for ongoing quality assessment, measurement, and improvement primarily in the accounting and financial systems, environmental – dietary –maintenance – and radiology services.

 

Education: Graduation from an accredited college or university in Business Administration, Finance, or Healthcare Administration. Master’s degree preferred.  Exceptions may be granted as deemed appropriate by the HHSC President and CEO.

Experience:  A minimum of ten (10 years of progressively responsible professional experience in financial management, budget preparation, budgetary control, and related business management functions and five (5) years of supervisory responsibilities which involved planning and directing the work of subordinates, assigning and reviewing such work, and training and developing new employees. Extensive experience applying concepts of process-focused quality management and performance improvement. Strong background in principles and practices of healthcare organizations, financial management, personnel administration, and state and federal healthcare regulatory requirement. Education or similar experience as Chief Financial Officer or Chief Operations Officer in Healthcare.

Of the five (5) years of experience at least two (2) years must have been supervisory experience in one or any combination of the following kinds of activities: planning and directing the work of others; assigning and reviewing their work; advising them on difficult problem areas; timing and schedule their work; and training and development of new employees.

Preferred Experience: Five (5) years of human resources experience and leadership experience in public sector employment and dealing with grievances, complaints, investigations, disciplinary actions, and employee-employer relations matters with public sector unions.

CERTIFICATION:  None required.

LICENSURE:  None required. License in the State of Hawaii as a Long Term Care Administrator with the DCCA is preferred.

Working Conditions/Physical Requirements:

Must be able to speak and understandably write the English language; able to cope with the mental and emotional stress of the position; function independently, have personal integrity, have flexibility, and the ability to work effectively with other personnel.  Moderate physical effort (lift/carry up to 25 lbs); mostly intermittently throughout the day; occasionally lifts supplies/equipment; manual dexterity and mobility; the field of vision; ability to see peripherally; may be exposed to infections and contagious diseases, i.e., TB, AIDS, and Hepatitis B viruses; subject to electrical and radiant energy hazards; is subject to hostile and emotionally upset residents; patients, family members, visitors, government agencies and personnel, etc. under all conditions and circumstances.  May be subject to long hours and many interruptions.  Applicants must be physically able to perform efficiently the duties of the position and must possess emotional and mental stability appropriate to the job duties and responsibilities and working conditions.  Good distant vision in one eye and the ability to read without strain printed material the size of typewritten characters are required, glasses permitted.  The ability to hear the conversational voice, with or without a hearing aid, is required.
