JOB TITLE: Information Technology Specialist III

JOB DUTIES: This position must work closely with the Systems Manager, I.S. personnel, HHSC Technical Services Director, and users to determine network and PC needs. This position serves as a back-up for the IS Specialist V and makes recommendations and decisions regarding the design and use of hardware and software for the network, servers, PC’s, network operating systems, network applications, desktop operating systems, and desktop applications. This position may propose and implement cost-efficient and reliable solutions to address business issues and produce desired results, while adhering to departmental and corporate standards. This position may be required to work shifts, weekends, and holidays
MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION:
- Bachelor’s degree from an accredited four (4) year college or university. Bachelor’s degree in Computer Science or Telecommunications preferred.
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
EXPERIENCE:
- One-and-one-half (1 ½) years of progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems. Experience in a health care setting preferred.
CERTIFICATION: MCSE and/or Cisco certification preferred.
LICENSURE: None required.
DESIRED SKILLS:
- Knowledge of electronic computers, data storage media/devices and other peripheral equipment, their capabilities and general processes; computer programming techniques; common office machines and equipment; basic principles and practices of governmental accounting; and mathematics up to and including college algebra. Knowledge of more technical aspects of data processing, e.g., data base/data communication concepts, and of the principles and practices of public administration; management requirements relative to data processing systems; and systems analysis and design. Thorough knowledge of data processing technology and techniques including teleprocessing, data base management, etc., knowledge of the principles and practices of supervision.
- Ability to gather information from various sources; analyze and evaluate data logically; solve problems and draw logical conclusions; perform work thoroughly with attention to detail; communicate clearly and concisely both orally and in writing; prepare clear, complete and concise reports; and establish and maintain effective work relationships with others. Understand and apply the fundamentals of assigned IS specialty area(s); understand, interpret and apply technical written materials, laws, rules, policies and procedures to specific issues; evaluate the effectiveness of, or identify the need for appropriate computer programs or information systems. Make sound and objective decisions; conduct studies of work processes and make sound recommendations; identify, analyze and resolve errors and problems logically and systematically.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems. The position may entail after hours and night shifts due to network upgrades and installations.
Ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid. May be subject to long and irregular hours.

MERIT OR CIVIL SERVICE SYSTEM: Applicants must meet the minimum qualification requirements, including education, experience, other public employment requirements for State Civil Service employment, and HHSC Standards of Fitness. STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
