JOB DUTIES:
Leadership and Management: Provides direction, objectives, mentoring and teaching to the department manager and supervisors under his/her supervision. Participates as a member of the Senior Management Team helping to determine resource priorities, changes in manpower, and uses problem solving techniques to create solutions. Participates in developing strategic planning objectives related to maintaining and restoring the health of our West Hawaii Region.
Quality Assessment and Improvement: Integrates quality assurance/process improvement into facility medical plans, policies and treatment programs. Develops approaches/resolutions to opportunities for improving care and management practices throughout the organization. Mentors staff to develop innovative approaches to patient care and customer service, resulting in efficiency and collaboration across organizational boundaries. Ensures services meet standards and requirements established by The Joint Commission, Hawaii Health Systems Corporation, other regulatory and government agencies. Participates in hospital and as indicated, corporate wide Quality Assurance/Risk Management activities.
Financial Management: Applies knowledge of budget and procurement methodology to daily operation of nursing services. Assists department directors in preparing and executing annual budgets. Ensures appropriate and most efficient use of resources.
Human Resource Management: Promotes team building and collaboration in supporting the clinical requirements of various populations served. Provides staff with opportunities for professional development that will enhance overall effectiveness of patient care services and the organization as a whole. Sets performance expectations and aids progress of staff toward goals established. Supports corporate personnel policy and collective bargaining agreements.
Program Development: Conducts special studies to identify opportunities to better serve the health care needs of the community. Develops plans for program implementation that support evolving patient care delivery models and technological advances in consonance with strategic planning and market analysis of community need and service availability. Pursues opportunities to transition care from the inpatient to outpatient setting based on business case analysis and industry standards.
Facility and Property Management: Ensures facilities are maintained to meet current Life Safety Code, The Joint Commission, licensure and other government regulatory requirements and that a system for Preventive Maintenance is established and enforced.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE
Education:
- MSN in Nursing or Healthcare Management required.
Experience:
- Minimum 5 years of nursing leadership experience in acute care setting.
- Extensive experience applying concepts of process focused quality management and performance improvement.
- Strong background in principles and practices of healthcare organizations, personnel administration, The Joint Commission.
Certification:
- Not applicable.
Licensure:
- Current State of Hawaii Registered Nurse License.

QUALITY OF EXPERIENCE: Possession of the required amount of experience will not in itself be accepted as proof of qualification for the position. MERIT OR CIVIL SERVICE SYSTEM: Applicants must meet the minimum qualification requirements, including education, experience, other public employment requirements for State Civil Service employment, and HHSC Standards of Fitness. CITIZENSHIP AND RESIDENCE REQUIREMENT: Applicants must be eligible to work in the U.S. and at the time of appointment intend to reside in the State of Hawaii during the course of employment with the Hawaii Health Systems Corporation.

STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
