JOB DUTIES: The Regional Director of Facilities for the West Hawaii Region of HHSC administers all programs for the West Hawaii Region that relate to environmental services, construction (renovations/retrofit/upgrade facilities), land beautification, land use issues, maintenance, capital improvement, the acquisition of permits, the development and administration of policies and procedures to meet environmental needs, and the solicitation and coordination of all major bids for equipment or construction for both facilities in the West Hawaii Region. The Regional Director is responsible for the planning, organizing, development, implementation and finalization of all facility projects related or assigned to the West Hawaii Region. Serves as an advisor to the Regional CEO as well as the Senior Leadership Team. The position exercises control over line management by reviewing requests for conformance with principles of sound facilities management as well as to ensure that regulations are complied with and that approval or disapproval of authority is readily exercised. Responsibilities include ensuring that all standards and requirements are met for Federal, State, and private accrediting bodies. i.e., Medicare/Medicaid, ADA, The Joint Commission, OSHA, etc. This position may be required to work shifts, weekends, and holidays.
MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION: A bachelor’s degree from an accredited four (4) year college or university. Relevant substitutions allowed.
EXPERIENCE: Specialized Experience: Five (5) years of specialized experience which included experience in one or a combination of the following types of work:
- Experience in the maintenance and repair of buildings, structures, or utilities which required the preparation and/or interpretation of plans, drawings and specifications and the proper observance of safety measures, which demonstrated an intimate knowledge of practices, methods, techniques, material, cost equipment and tools used in construction and maintenance projects;
- Professional, technical, administrative, investigative or other responsible work experience which required the ability to deal effectively with fellow workers, business contracts and/ or general public;
- Dealing with procurement protocols as set forth by the Revised Statutes State of Hawaii referencing construction, equipment purchases, leases, and etc.
Supervisory Experience: Three (3) years minimum supervisory experience, two (2) of which have been spent at the middle management level in the general building construction and/or maintenance services department of a multi-building facility.
CERTIFICATION: None required.
Licensure: A valid State of Hawaii driver’s license is preferred.
DESIRED SKILLS:
Operations knowledge of construction contracts and engineering composition of a healthcare; comprehensive knowledge to interpret laws, professional practice acts, The Joint Commission, rules and regulations such as Uniform Building Code, OSHA, ADA, National Fire Protection Agency, HRS, etc. and policies and procedures; secure and analyze facts and data to make administrative decisions; dynamic, success-oriented, promoter, negotiator, and team builder who delivers solutions based upon vision and proactive risk taking; proven success in reducing costs, improving processes, motivating personnel, and achieving goals; well-developed operational skills coupled with strategic vision; ability to manage organization change; and a highly effective interpersonal style.
Familiarity with common office equipment and supplies. Familiarity with the use of a personal computer and common business software programs. Familiarity with common tradesman tools and equipment, grounds keeping tools and equipment.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily. Disabilities in these or other areas will not automatically result in disqualification. STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
