SALARY RANGE: Negotiable (EM05, BU35)

JOB DUTIES: The primary purpose of this position is to plan, direct and manage the overall operations of the Pharmacy Department for the region. This position also is responsible for formulating and implementing policies and procedures; developing inpatient and outpatient pharmacy programs, managing the region’s 340b program, and other duties as assigned.

MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION:

  • Graduation from an accredited college or university with a Pharm D degree.

SPECIALIZED EXPERIENCE:

  • Three (3) years of progressively responsible administrative work experience in Pharmacy services in a hospital environment.

SUPERVISORY EXPERIENCE:

  • Two (2) years of work experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including 1) planning, organizing and directing the work of others; 2) assigning and reviewing work; 3) advising others on difficult work problems; 4) timing and scheduling work; 5) training and developing new employees; and 6) disciplining subordinates when necessary.

ADMINISTRATIVE EXPERIENCE:

  • For positions at the Region level, one (1) year of work experience which involved active participation in and major responsibility for the development, management, execution, and
    coordination of policies, activities, and programs. Administrative Residency with two (2) years of hospital pharmacists experience will be considered.

CERTIFICATION:

  • None required.

LICENSURE:

  • A valid license with the State of Hawaii as a Pharmacist within 90 days of appointment.

KNOWLEDGE & ABLILITIES REQUIRED:

  • Knowledge of the principles and practices of professional pharmacy and their application to the operation and management of a hospital pharmacy; principles of other specialized sciences directly applicable to pharmacy such as pharmacology, toxicology, chemistry, pharmacokinetics and therapeutics. Knowledge of the principles and philosophies of quality improvement and statistical control tools. Also, knowledge of the principles and operation of specialized equipment, such as horizontal and vertical flow laminar hoods and biological safety cabinets, drug reconstitution equipment, packaging and sealing devices, etc.
  • Knowledge of USP Chapter 797 and USP Chapter 800 required. Employees must adhere to all rules and regulations regarding personal hygiene and garbing as detailed in USP Chapter 797 when working in the clean room. Employees must adhere to all requirements regarding proper PPE when handling or compounding hazardous materials as detailed in USP Chapter 800.
  • Skills and dexterity involved in performing pharmaceutic operations (e.g.; levitation, aseptic technique, electronic order entry, typing and other forms of label preparation, drug reconstitution and other compounding, etc.). Physical ability to lift and handle cases of drugs and related supplies.
  • Ability to apply acquired knowledge and skills to pharmacy operations in the hospital setting, such as reading and correctly interpreting prescriptions and drug orders, instructions and procedures, or designing and maintaining patient information systems, and to impart such knowledge correctly and appropriately to others as required. The ability to function harmoniously with other health-team members, pharmacy staff and the public is also essential. The ability to deal effectively in managerial relationships with drug company representatives, medical staff, and other areas of the Health Department, professional organizations and fellow pharmacy directors is necessary.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Must be able to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily; occasional standing/walking; may be exposed to toxic chemicals; may be exposed to infectious and contagious diseases.

Required Forms & Documentation: Evidence of the appropriate training (e.g., official transcript or degree) to be given credit for education and/or experience. A legible photocopy will be accepted; however, Kona Community Hospital reserves the right to request an official copy.

 STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.

If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
