$4,079 PER MONTH (Level III SR20; BU: 73)

$4,413 PER MONTH (Level IV SR22; BU: 73)

$4,968 PER MONTH (Level V SR24; BU 73)

JOB DUTIESThe Human Resources Department administers the overall human resources program for the West Hawaii Region. This includes human resources management, labor relations, recruitment & examinations, classification & compensation, workers’ compensation and safety, and laws/regulations that impact the employer/employee relationship.

The primary purpose of this position is to perform a variety of human resources duties and responsibilities including specialized work in recruitment and examinations; workers’ compensation; classification and compensation actions and involvement with position control and reorganizations for the West Hawaii Region; and performs other related duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION:  Graduation from an accredited four (4) year college or university with a bachelor’s degree. Relevant substitutions allowed.

The education or experience back ground must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience:

Human Resources Specialist III at least (1- 1/2); Human Resources Specialist IV (2-1/2) years of progressively responsible years of professional work experience in one (1) or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations, and services, employee development, personnel program development and services, labor relations, workers’ compensation and personnel research.

Human Resources Specialist V (3-1/2) years of progressively responsible years of professional work experience in one (1) or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations, and services, employee development, personnel program development and services, labor relations, workers’ compensation and personnel research.  Must have at least one (1) year of the experience comparable to the fully independent worker or journeyman level in the State service.

Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a personnel program, and to suggestion practical solutions, and otherwise to accept responsibility in the field of personnel administration. Clerical or technical experience in a personnel program involving work which is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is not qualifying.

Supervisory Aptitude demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

CERTIFICATION:  None required.

LICENSE:  None required.

 STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
