JOB TITLE: Facilities Operations Manager

SALARY RANGE: Negotiable (SR26; BU23)
JOB DUTIES: The position exercises control over line management by reviewing requests for conformance with principles of sound facilities management as well as to ensure that regulations are complied with and that approval or disapproval of authority is readily exercised. Responsibilities include ensuring that all standards and requirements are met for Federal, State, and private accrediting bodies. i.e., Medicare/Medicaid, ADA, The Joint Commission, OSHA, etc. In addition, this position supervises the Building and Grounds supervisor, several building Construction Workers, and Building Maintenance Helpers, outside Contractors and Skilled Trades people in the maintenance, repair and renovation of buildings, and structures throughout Kona Community Hospital, and performs other related duties. This position may be required to work shifts, weekends, and holidays.
MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION:
- A bachelor’s degree from an accredited four (4) year college or university. Excess work experience as described below in the experience section or any other responsible professional work experience, which provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a university or college curriculum may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. The education or experience background must have demonstrated the ability to write clearly and comprehensively materials such as reports and analyses; read and interpret complex written material; perform research; and solve complex problems logically and systematically.
EXPERIENCE REQUIREMENT:
- Specialized Experience: Four (4) years of specialized experience which included experience in one or a combination of the following types of work:
- Experience in the construction, maintenance and repair of buildings, structures, or utilities which required the preparation and/or interpretation of plans, drawings and specifications and the proper observance of safety measures, which demonstrated an intimate knowledge of practices, methods, techniques, material, cost equipment and tools used in construction and maintenance projects;
- Professional, technical, administrative, investigative or other responsible work experience which required the ability to deal effectively with fellow workers, business contracts and/ or general public;
- Dealing with procurement protocols as set forth by the Revised Statutes State of Hawaii referencing construction, equipment purchases, leases, and etc.
- Supervisory Experience: Supervisory Experience: Five (5) years of supervisory work experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
*Administrative aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met for this level when there is strong affirmative evidence of the necessary administrative aptitudes and abilities. Such evidence may be in the form of success in regular or special assignments or projects which involve administrative matters (e.g., in planning, organizing, promoting, and directing a program providing staff advice and assistance); managerial interest demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to solve them; completion of educational or training courses in management accompanied by the application of principles learned to work assignments; management’s observation and evaluation of the applicant’s leadership and managerial capabilities; success in trial assignments involving managerial and/or administrative tasks.
DESIRED SKILLS:
- Operations knowledge of construction contracts and engineering composition of a healthcare facility and general overall management skills.
- Familiarity with common office equipment and supplies. Familiarity with the use of a personal computer and common business software programs. Familiarity with common tradesman tools and equipment, grounds keeping tools and equipment.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily. Disabilities in these or other areas will not automatically result in disqualification. Those applicants who demonstrate that they are capable of performing the essential functions of the position will not be disqualified under this section.

STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
