JOB DUTIES: The primary duties of the Account Clerk II position are to submit secondary outpatient bills to third party payers; record and manage posting of payments received through the mail; function as a telephone call staff to resolve patient and third party inquiries and re-direct for callback to other Patient Financial Services Staff; to open and prepare correspondence for scanning and or filing respond to written inquiries for information; manage returned mail; manage reports and hardcopy UB04 distribution; postage metering, scanning of and the reproduction of scanned images, mailing of refund checks , documenting activities within the related patient account notes and other duties as assigned. MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.
The Minimum Qualification Requirements are: To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. In addition, qualifying work experience is credited based on a 40-hour workweek.
Education Requirement: High school diploma or GED preferred.
General Experience: One-half (1/2) year of work experience which demonstrated knowledge of arithmetic and spelling and possession of the abilities to follow oral and written directions, to write simply and directly, and to observe differences in words and numbers quickly and accurately.
Specialized Experience: One (1) year of work involved in posting to accounting records and other systematizing of fiscal information, i.e., computing, classifying and recording numerical data to keep sets of financial accounting records complete and to derive reports there from. Such experience must have demonstrated knowledge of standard accounting classification and terminology pertinent to accounts maintenance operations and office practices and procedures relating to the processing and recording of transactions and accounting information.

Substitution of Education for Experience:
- Graduation from high school with courses in basic English and arithmetic may be substituted for six (6) months of General Experience.
- Successful completion of a substantially full-time equivalent accounting curriculum: leading to a degree or diploma at an accredited business school, community college, or other comparable institution which included accounting courses in double-entry procedures in analyzing, recording and summarizing transactions; and the preparation and interpretation of financial statements, may be substituted for Specialized Experience on the basis of one (1) year of such training for one (1) school year of experience, up to a maximum of two (2) years.
- Completion of one (1) school year of (more than one year program) substantially full-time accounting curriculum which normally leads to a degree or diploma at an accredited business school, community college, or other comparable institution which included accounting courses in double-entry procedures in analyzing, recording and summarizing transactions; and the preparation and interpretation of financial statements may be substituted for one (1) year of Specialized Experience.
- Education in an accredited university in a baccalaureate program may be substituted for Specialized Experience on the following basis:
- A baccalaureate degree in accounting will be deemed to have met the experience requirements for the Account Clerk II level.
- Fifteen (15) semester hours of training may be substituted for six (6) months of experience, up to a maximum of three and one-half (3-1/2) years provided the training included at least three (3) credits per semester of accounting courses such as accounting theory and methods used to record and report financial information; analysis of methods for valuing the assets, liabilities, and ownership; etc.
Required Forms And Documentation: Applicants must submit evidence of the appropriate training (e.g. official transcript or diploma and certifications) to be given credit for education. A legible photocopy will be accepted; however, Hawaii Health Systems Corporation, Kona Community Hospital reserves the right to request an official copy.

STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.
